Mission Statement

The Foundation was established to promote the rule of law and enhance the standards of legal research and legal practice in Taiwan.

Taiwan's current judicial system faces many difficult challenges. One of the most serious is that judicial decisions have been unable to earn the trust of all citizens. There are many reasons behind this, but the primary reason may be the gap between the professional legal judgments of judicial personnel and the understanding held by people from various sectors based on their life experience and economic and industrial activities. This gap causes judicial decisions to lose public acceptance, makes it difficult for the judiciary to fulfill its role of settling disputes, and further affects people's lives and hinders economic development. Therefore, encouraging and assisting judicial personnel to think dynamically, engage with new knowledge, and become familiar with social, economic, and industrial issues is an urgent priority for the development of the rule of law in Taiwan.

Goals of the Foundation

•Promote understanding between legal professionals and non-legal professionals:

After graduating from law school, students go on to develop their careers in The Academia, The Judiciary, and The Industry. Due to the ethical standards of judicial professionals and concepts such as judicial restraint, legal professionals who enter the judicial adjudication system tend to live in a relatively self-contained environment. Therefore, it is necessary to promote external connections and mutual understanding for legal professionals, so that the handling of legal matters can remain grounded in real-life circumstances.

•Build connections through writing and enhance consensus:

Only when there is consensus in knowledge and values can there be a shared platform for exchanging views on legal ethics and forming common legal perspectives. The Foundation hopes to establish and continue a campus-like atmosphere both within and beyond academic institutions; to sustain research on legal scholarship and practical cases; to exchange legal experience and knowledge; and to bring together the strengths of retired and current judicial officers, lawyers, scholars, outstanding legal practitioners, and experts in economic and industrial fields. Through joint research, discussion of major domestic legal disputes, and study of financial and economic laws and regulations, the Foundation aims to strengthen the knowledge and consensus needed by judicial professionals to solve problems, jointly improve the quality of adjudication, promote legal predictability and stability, and enhance the well-being of the people in a stable and progressive legal environment.

•Disseminate proper rule-of-law concepts and improve the legal environment:

Taiwan currently faces a legal environment in which opinion leaders of different groups often hold positions shaped by their own interests or ideologies, making it difficult to quickly reach mutual understanding and consensus. Therefore, with respect to important legal issues, efforts must be made to help mass media disseminate proper rule-of-law concepts and raise the level of legal culture across all sectors. This will enable the public to understand rationally, think critically about rule-of-law issues in public life, and express their views with courage, while avoiding misunderstandings that place the judiciary and the people in opposition or turn citizens into a silent public.


Accordingly, the Foundation intends to collect difficult issues that have remained unresolved in judicial practice for many years, and to invite judges, prosecutors, defense attorneys, scholars, legislative assistants, and media reporters to participate in public or private discussion forums and present research or discussion results. Through rational and knowledge-based dialogue, the Foundation seeks to build consensus among opinion leaders of various groups on facts and values, and to provide such rational information as reference for legislative and administrative public hearings or judicial debate, thereby improving the basis of public opinion in society.
